During the opening of the new state velodrome San Quentin-EN-Yvelines (Saint-Quentin-en-Yvelines) in the suburbs of Paris, the first indoor velodrome built in Paris in the last 55 years, representatives of the Cycling Federation of France announced that they intend to create a world-class team, the riders of which could win the Tour de France. For the first time this idea was voiced by the President of the Federation David Lappartient (David Lappartient) in February last year. Then Lappartient said that the team should be "French Sky". The opening of the new state velodrome, which also becomes the headquarters of the Cycling Federation of France, is the answer of Britain, whose riders dominate the track. Like the British Cycling Federation, the French Federation wants to use the velodrome and its new headquarters as a springboard to create a professional elite road Cycling team.

Executive Director of the French Cycling Federation Olivier Quéguiner (Olivier Quéguiner) stressed that the plans are not limited to the highway – the project will cover the creation of women's and men's teams not only on the highway, but also on the track, in BMX, mountain bike and cyclocross: "the Main goal - to take part in the Tour de France and win the race with a French racer. The Olympic games are also the goal. We will work with athletes in all disciplines".

The team, which does not yet have a main sponsor, will appear in the peloton not earlier than 2015, although it is more likely to talk about 2016 or even a more distant date.
